National Economics University launches automatic certificate issuing machine Certificate Issuance Machine – CIM

On the morning of July 30, 2025, the National Economics University officially launched the Certificate Issuance Machine (CIM), a new step in the digital transformation strategy, aiming to build a smart university model.

Speaking at the event, Prof. Dr. Pham Hong Chuong – University Director affirmed that in recent years, the National Economics University has made rapid progress on the path of digital transformation. All student data has been digitized, creating a solid foundation for process improvement and service quality enhancement. CIM is one of the typical results of that process, not only helping to automate the issuance of documents but also providing practical support for lecturers in their daily work and serving students more conveniently and accurately.

The University President emphasized that although it is just the beginning, the CIM automatic certification machine has marked an important milestone in the automation journey at NEU; at the same time, he expected that this device will become a reliable and convenient companion for students, contributing to realizing the goal of building a smart, modern, learner-centered university.

In response to the need for innovation and improvement in serving learners who need to register and receive procedures related to the training process, the Training Management Department has researched and implemented the One-Stop Service since 2016, providing tens of thousands of documents for learners. National Economics University expanded the One-Stop Service by launching the One-Stop Document Reception and Return Department in 2019. After 5 years of operation, the One-Stop Department has made an important contribution to improving the quality of service for learners.

According to survey results, 7 5% of students carry out administrative procedures and paperwork through the One-Stop System. This has helped reduce the number of procedures and paperwork that need to be done directly at the University departments, helping to reallocate resources for these departments to focus on their specialized and specific tasks.  However, in the process of implementing administrative procedures and documents; students still have to face certain difficulties, especially issues related to the implementation process. There is only 1 9 % of students participating in the survey regularly understand the form and content of the documents they complete; 30% of students often feel that the paperwork process is simple and quick; only 60% of students feel proactive when carrying out these procedures and paperwork. These limitations require further improvements in terms of process and technology.

Students experience the CIM automatic certification machine for the first time

Entering a new phase, with the strategy of becoming a smart university, new requirements are also set for serving learners at the One-Stop Department, which is also the right direction to meet the needs of learners.

Deployed after consulting models from a number of universities in and outside the country, the Certificate Issuance Machine (CIM) is designed to automate the entire process from receiving requests, confirming data, printing, signing and returning certificates to students. This data can be entered manually through operations on input devices (keyboards, touch devices) or collected automatically through biometric recognition (face, fingerprint). )

CIM uses a dedicated printer to ensure the clarity and durability of the certificate. The device has a built-in digital signature or electronic signature feature, ensuring the legal value of the printed document. Once completed, the certificate is returned directly to the user from the device.

Not only saving time for learners and training staff, CIM is also a suitable solution in the context of higher education in Vietnam promoting digitalization according to the direction of the Ministry of Education and Training, in accordance with documents such as Circular 30/2023/TT-BGDDT, Circular 28/2023/TT-BGDDT and Decision 4740/QD-BGDDT.

The use of the CIM automatic certification machine marks a new step forward for the National Economics University in its efforts to build a modern, transparent and effective learning environment , aiming to become a smart university, a digital university , while improving the quality and experience for learners .
